This new position will provide strategic direction, guidance and management for all evaluation work related to VEIC’s contract to administer Efficiency Vermont (EVT).  Responsibilities include managing development of demand-side resource measure characterizations, the annual EVT savings claim verification process, input on Vermont Department of Public Service’s evaluation planning and work, development of measurement and verification plans and procedures for participation in the ISO-New England forward capacity market, and identification and development of internal market research tasks and/or other forms of evaluation.  Serves as the primary liaison for evaluation and related technical issues with staff or Vermont’s Department of Public Service and Public Service Board.  Also provides strategic technical guidance on evaluation issues addressed through the consulting work of VEIC’s Planning and Evaluation group.

Requirements: Eight years of technical experience with energy efficiency and/or renewable energy programs and five years of management experience.  Desired technical experience includes research, measure characterization, economic analysis of measure and programs, excellent knowledge of statistics and statistical analytical methods, as well as process and impact evaluation design, implementation, and analysis.  Management experience includes leadership, facilitation, staff supervision, project management, primary client liaison relationships, establishment of group goals and development and carrying out of plans to attain goals.  Extensive knowledge of, and ability to research and analyze the latest energy-efficiency and/or renewable energy technologies, practices and programs.  Strong interpersonal skills and excellent written and oral communication.

Lead Consultant, MIC Energy Workgroup

Mass Insight Corporation, based in Boston, MA, is a research and consulting firm that seeks to keep Massachusetts and its businesses and institutions globally competitive. The firm focuses on talent and innovation-based economic development and builds strategic alliances between higher education, industry and government, both regionally and globally.  The US-China-India Initiative is a large scale collaboration between leading university, industry, and government experts in the areas of clean energy, financial services, and life sciences to build bridges between Massachusetts and targeted economic regions in China and India.

This part-time position will be responsible for: i) managing ongoing discussion of the MIC Energy Workgroup; ii) producing document deliverables for use during the US-China-India Partnerships Conference in December, 2008; iii) identifying additional resources the Workgroup may require to inform and to frame discussions; and iv) supporting the development of the planned Global Energy Research Institute throughout the year leading to the conference launch.

The 12-15 Workgroup will consist of energy leaders drawn from academia and industry in the US, China, and India. The group will discuss, through telephone conferences on a quarterly basis, the state of the field in the demand and supply sides of clean energy development, challenges to innovation in energy research and development, and how demand, knowledge and resources in India and China may inform solutions to these challenges.  The group will also design the research agenda for an independent Global Energy Research Institute.

Specifically, the consultant will be responsible for the drafting of several deliverables for presentation at the December 2008 conference will include: i) white papers on the latest advances in and application of energy generation, conservation, and storage technologies; and ii) a research agenda for the establishment of a Global Energy Research Institute in MA to focus on building cross-platform research and R&D links with China and India.

The primary responsibility of this individual will be to produce the physical designs for all Heliovolt thin film CIGS solar cells and sub-modules. This individual will need to meet product development design schedules; while maintaining thorough design documentation and encoding design methodologies into proprietary design algorithms and tools.

POSITION PURPOSE
The incumbent Solar Module Packaging & Test Engineer (Environmental Reliability) will be for the design and supplier management of the back-end test and solar module packaging line.  Develop a solar module reliability test protocol in-house and or externally.  Manage UL/TUV/NEC regulatory compliance on solar module products.

PRIMARY RESPONSIBILITIES

  • Determine test protocols for internal environmental testing for design engineering changes.
  • Develop, implement, document, and continuously improve Product Reliability Monitoring programs.
  • Develop, implement, document, and continuously improve Product and Process Qualification programs.
  • Manage the collection of data from the field, in-house accelerated test programs, product characterization testing, post-deployment product testing, etc.
  • Work with vendors to determine materials and best practices to ensure reliable equipment performance
  • Hi-pot testing and reverse bias curing of shunted segments
  • Responsible for data reduction, data analysis, and generation of internal and external reports.
  • Manage the design and installation of internal and external hardware test related systems (PV arrays, environmental stress chambers, data acquisition and communications systems, database storage, etc.).
  • Manage the design, development and implementation of necessary software tools to automate monitoring, storage, analysis and reporting of data from test systems.
  • Coordinate with Failure Analysis team to determine the mechanisms and root cause of product failures identified in field and in-house testing.
  • Develop test procedures and equipment to accelerate and detect product failure mechanisms known to exist in the field.
  • Responsible for the development of project plans, schedules and budgets (including cost projections) and adherence to the same. Presents project and program status reports.
  • Responsible for the accurate measurement and rating of all products through proper calibration and control of the company solar simulators.
  • Negotiation/coordination of work with contractors, test facilities, national labs, etc.
  • Provide technical assistance to other groups (applications engineering, failure analysis, process engineering, supply chain, finance, etc…).
  • Responsible to oversee the handling of module data regarding module reliability, conversion efficiency and manufacturing yield.
  • Ensures adherence to all safety and environmental procedures and housekeeping standards.
  • Responsible for effective communication levels, fosters team building, encourages creativity and out of the box thinking.

EDUCATION AND QUALIFICATIONS
Minimum Qualifications

  • BS degree in a Technical Discipline or a related Physical Science Field.
  • Experience with the equipment and materials available for protecting thin film photovoltaics from the external environment.

Position announcement for Health Care Without Harm's
Healthcare Clean Energy Exchange Director

Health Care Without Harm (www.noharm.org) is seeking a Director for its Healthcare Clean Energy Exchange (HCEE). The HCEE is an energy price reduction, reverse auction web-based group purchasing program. It bundles cost containment, renewable energy, renewable energy credits, carbon offsets, and educational services.

The Director of the HCEE will report to the Co-Executive Director of HCWH and is responsible for the continuing development and implementation of the Exchange into a revenue generating service provider and energy-health-climate change education program for HCWH, with linkage to Hospitals for a Healthy Environment (www.h2e-online.org) and the Green Guide for Health Care (www.gghc.org) programs, including:

  • Work in close collaboration and oversee contractual arrangements, sales, market research and auction program delivery with HCEE's key partners, WorldEnergy (WE) and Sustainable Step New England (SSNE).
  • Complete the HCEE Pilot Phase: Identify, approach and run auctions with 5-6 facilities each in regulated and unregulated electricity markets, and natural gas with carbon offsets, and solicit and analyze pilot feedback and auction results.
  • The HCEE director will then revise the electricity and gas program design and benefits package based on the above, and prepare and implement national HCEE launch in the fall of 2007.
  • Research and program implementation, incl. development of educational and sales materials (HCEE web site content /structure development, HCEE teleconferences, list-serve etc.), direct regional distribution/areas of focus, address key barriers and opportunities, etc.
  • Develop, formalize and manage strategic partnerships with the EPA's Green Power Partnership and EPA/ASHE E2C programs, The Regeneration Project (aka Interfaith Power and Light, American Lung Association, Dept. of Energy, Green-e, etc.
  • Hire, prep and facilitate periodic independent consultants' reviews of HCEE programs and effectiveness. Hiring, coordination and supervision of subcontractors and HCEE staff
  • Collaborate closely with the GGHC, H2E and other HCWH/Campaign working groups, and provide input into HCEE related fundraising efforts
  • Develop worldwide HCEE program, with the initial focus on key markets in Europe, India, and Asia.
  • Successful candidate will have a thorough knowledge of grid-scale renewable energy, electricity and natural gas markets, and healthcare sector energy procurement practices; will have 5-10 years proven project management experience, program development, and communication skills; and ideally will be familiar with health, financial impacts and environmental justice issues in energy generation.

Our client, a fast growing $20 million per year specialty design build services firm, has retained us to hire a Director of Construction for one of their lines of business.  The firm helps large commercial, industrial and institutional customers reduce their utility operating costs and greenhouse gas emissions by upgrading on-site water, steam, lighting and compressed air utilities.  The position will be based in our client’s Boston area headquarters.

Managing Equity Partner for Growing Wind Company

Job Summary:
The person selected for this position will oversee large-scale wind projects from the early planning stage through project completion. S/he will have keen analytic and problem-solving skills which enable sound decisions to be made in this complex initiative. An independent, entrepreneurial spirit is required to fulfill the diverse range of responsibilities required for this role.  Specifically, they will manage the development of wind energy projects from inception of a project through construction and commercial close. Other responsibilities include:
• Manage the development of project assets through a complete development cycle, from prospecting to financial close based on approved schedule and budget.
• Negotiate and manage land rights acquisition, permitting applications, community outreach activities and oversee third party support activities related to environmental assessment, interconnection studies, and load flow analysis.
• Determine project goals, schedule and budget based on input from across the company covering development requirements, company objectives, market dynamics, turbine supply, construction timing and resource requirements.
• Maintain knowledge of the wind energy industry – including national, state, and local conditions that impact wind energy development.

Requirements:
• 5+ years of progressive, demonstrated record of success, in project development and construction within the renewable power generation industry.
• Passion for the potential of renewable energy to solve environmental problems.
• Undergraduate Engineering Degree and/or related environmental degree.
• MBA Degree preferred.
• Able to work with clients, consultants, local governmental agencies, land owners and other experts; must be a positive, hands on member of team.
• Demonstrated ability to maneuver through formal and informal channels to get things done quickly and effectively.
• Ability to implement business growth strategies to increase revenues and market presence.
